Since Burgess has just been fired, it might be safe to say that her head isn't in the best place at the beginning of the episode. Gwen Sigan: Yeah, definitely. They've come so far. It's been 12 years for Burgess and Ruzek to get to this place where they're now getting married. And so I think for Burgess to feel anything except happy and excited and overwhelmed in all the good ways feels wrong. So to have this huge thing of getting her badge stripped is definitely going to make her feel like, "This is not how I wanted to feel a week before my wedding. I didn't want to feel this sadness and emptiness. I wanted to only feel all the good things I've been waiting for." So yeah, definitely not anything like cold feet, but I do think it makes Burgess realize, "I wanted more than this. I deserve more than this. I deserve to be happy going into my wedding." So we will see a little bit of her having to deal with that and talk to Ruzek about, "Is this the best plan, the best timing?" All of that.

All of Chicago PD season 12 has been building up to a final showdown between Reid and the Intelligence Unit. Unfortunately for Burgess and Ruzek, it just so happens to fall around their wedding day. Based on Sigan's comments, the conflict with Reid will directly affect the couple's long-awaited nuptials.
Since the problem with Reid is at an all-time high in Chicago PD season 12's last episode, Burgess will be distracted, resulting in her contemplating whether they should go through with the wedding. It also doesn't help that Burgess just got her badge taken away. As Sigan said, she and Ruzek deserve to be happy and worry-free on their big day. If Reid is still around and Burgess doesn't have her job back, the couple likely won't be walking down the aisle with huge smiles. However, if their issues are solved by the hour's end, Burgess and Ruzek are happily getting hitched.

So, Burgess and Ruzek should be married by the time season 12 comes to an end, but according to Sigan, the decision to go through with their nuptials won't come lightly.

Burgess' concerns about her and Ruzek's wedding are valid. It makes sense why Burgess will be feeling a certain type of way. She has just been fired and her family's home has been ripped to shreds by the CPD's corrupt deputy chief. The only solution for Burgess is to take down Reid and reunite with her badge, allowing her to marry Ruzek in the Chicago PD season 12 finale.
