In "Vows," the fight between Voight and Reid comes to a head. Voight shuts Chapman out after Torres' arrest, even though she's his girlfriend as well as his partner in taking Reid down, as he plans to break the law to get the Reid problem resolved. Chapman Doesn't Approve of Voight's Morally Gray Choices
Chapman and Voight's falling out revolves around the way Voight chooses to handle his conflict with Reid. Before Reid exerted his power to disband the Intelligence Unit, Chapman and Voight were working together to topple him legally. They had begun gathering evidence that Reid was associated with Jesus Otero and other known gang leaders. However, Voight realized this methodical approach would not protect him and his officers once Reid made his move. Thus, he shut Chapman out and worked on orchestrating Reid's murder, using Ortero's son, Renny, to fire the fatal shot in revenge for Reid killing his father.
Chapman realized quickly that Voight was behind the murder, though Voight denied it, and she couldn't prove it. However, this conflict goes far beyond this one incident. Chapman believes Voight has changed and no longer uses violence or questionable activities to get justice. Thus, she's disappointed and frustrated by what she sees as out-of-character behavior and no longer wants to date Voight after he shuts her out and uses street justice to take care of Reid.

She May Want To Hold Voight Accountable Because Of Her Disappointment
Chapman is heartbroken that Voight shut her out and went rogue instead of continuing to work with her to neutralize Reid legally. This type of disappointment often leads characters to engage in desperate acts, either to seek revenge or to restore things the way they were before the rupture. Chapman may use her power as an assistant state attorney to build the type of case against Voight she was hoping he would help her to build against Reid. She is already suspicious that Voight had a hand in Reid's death, so the next step is to prove it.
Even if Chapman rises above her personal pain, she likely will take this step. As an assistant state attorney, she cannot afford to be involved a legal scandal.

Why Chapman Can Be More Dangerous Than Reid In Chicago PD
She Has Both Power And Knowledge, Plus Voight Has Feelings For Her
As dangerous as Reid was, he had several weaknesses that Chapman didn't. He tipped his hand early on when he transferred Burgess back to Intelligence after she passed the exam to become a detective. This power move made it clear he was trying to put Burgess in his debt so he could use her against Voight, so Voight could easily move to counteract his plans. Reid's ties to gang members were also a liability that Voight could exploit if need be. Conversely, Chapman is well known for her integrity and won't necessarily make her plans obvious.
Voight's former relationship with Chapman could become his Achilles' heel in Chicago PD season 13. Their relationship was intimate enough that Chapman knows some of Voight's secrets and many of his psychological weaknesses.
Chapman's potential villainy makes for a compelling arc in Chicago PD that doesn't have as clear an outcome as Voight's conflict with Reid.
