While The Walking Dead timeline is debatable, it's safe to say all three shows are taking place over 10 years after the series began. Many of these groups have been around for that long.
Despite their longevity, though, most are killed off quite easily. This includes the Foragers willingly getting killed by zombies in Dead City season 2, and the Pouvoir and Union falling apart after Genet and Losang died in Daryl Dixon season 2. This is despite being heavily established groups that have many resources at their disposal.
This lack of realism makes the franchise's newest group introductions feel unrealistic. One way of doing this would be to have this new city in Spain get attacked by a bigger, stronger group of survivors. This would explain how it was able to fall so quickly and why they were unprepared for such a destructive force.
Another way would be to explore different Walker variants, much like the acidic or fast zombies found in France. While it's currently unknown if there are any variants in Spain, a more dangerous version of the undead could explain why the city falls so quickly - especially if it's a new type not even survivors in the country know about.
