Assuming that 9-1-1 still has several years in the pipeline, it means that the procedural has time to let Buck reach the next stage of his growth in the process. Perhaps the show's ending can be about him becoming 118's new chief.
He may want to be the main leader now, and he may not be ready for it. But in a few years, if Howard is ready to take a step back, and if Henrietta still doesn't want it, or wants to take a different path, 9-1-1 could be teasing Captain Buckley in the long run.
