Star Trek Hinted Seven Of Nine Would Become The Borg Queen, But It Was Another Picard Character Instead

   

Star Trek: Picard season 1 hinted that Seven of Nine (Jeri Ryan) could become the Borg Queen, but that position was inherited by a completely different Picard character instead. One prominent setting in Star Trek: Picard season 1 is the Artifact: a defunct Borg Cube under Romulan control and home to the Borg Reclamation Project, which helps former Borg drones after they're de-assimilated. Star Trek: The Next Generation's Hugh (Jonathan Del Arco) uses the long-range transporter in the Artifact's Queencell, a hidden room common to all Cubes, to help Picard escape, while Elnor (Evan Evagora) stays behind.

In Star Trek: Picard season 1, episode 8, "Broken Pieces", Seven of Nine arrives to help Elnor defend the Artifact from Romulan Zhat Vash conspirator Narissa (Peyton List), who has already murdered too many xBs (reclaimed former Borg drones), including Hugh. Within the Queencell, Seven discovers that the Cube is still home to thousands of drones in stasis. If the drones are reactivated, that will turn the tide of the battle against Narissa, but there's a catch: reactivating the drones means re-assimilating them into a "mini-Collective" — and that Collective needs a Borg Queen.

Seven Of Nine Temporarily Becomes Queen Of The Artifact's Mini Borg Collective

In Star Trek: Picard season 1, Seven of Nine becomes a temporary Borg Queen of the Artifact's mini-Collective by allowing herself to be assimilated in the Artifact's Queencell. After Seven of Nine struggled to reclaim her humanity in Star Trek: VoyagerSeven is loath to assimilate anyone ever again, but becoming their Queen is the only way to reactivate the drones in stasis. Even though Elnor assures Seven that the reactivated drones can be reclaimed as new xBs, Seven worries they won't want to leave their new Collective, and Seven won't want to let them.

After everything Seven of Nine went through in Star Trek, Seven potentially becoming the Borg Queen seems plausible. Seven was originally singled out to speak for the Borg in Star Trek: Voyager season 4, episode 1, "Scorpion, Part 2". Voyager's Borg Queen (Susanna Thompson) tried to court Seven back to the Collective in Voyager's season 5 2-part episode, "Dark Frontier". Voyager's Borg Queen could have been grooming Seven of Nine to succeed her, even then. But in Star Trek: Picard, the Collective ominously says, "Annika still has work to do", suggesting Seven isn't ready to be Queen yet.

Agnes Jurati And The Borg Queen Chose Each Other

Cyberneticist Dr. Agnes Jurati (Alison Pill) becomes the new Borg Queen in Star Trek: Picard season 2 when Jurati merges with the Borg Queen (Annie Wersching) from the alternate Confederation of Earth timeline. La Sirena's crew rescues that universe's Borg Queen—the last of her kind—from being murdered by a xenophobic version of humanity, and uses her computational power to travel to 2024 and save the Star Trek timeline. In the 21st century, the Borg Queen tries to rebuild her Collective by seducing Jurati with promises of euphoria and belonging; the Collective has no secrets, boundaries, or rejection.

For a while, Agnes relishes the power that comes with assimilation.

To Agnes Jurati, the Borg Queen's offer is compelling. Jurati became part of La Sirena's crew because she had nowhere else to go after murdering her mentor, Dr. Bruce Maddox (John Ales), on orders from Romulan operative Commodore Oh (Tamlyn Tomita). Even though Agnes makes friends on La Sirena, Jurati feels her bad track record keeps her from forming the connections she genuinely yearns for. For a while, Agnes relishes the power that comes with assimilation, but Jurati eventually convinces the Borg Queen to truly merge into a new being, ultimately creating a new Borg Collective.

Agnes Jurati Is A Better Choice To Become Borg Queen Than Seven Of Nine

As the new Borg Queen in Star Trek: Picard, Dr. Agnes Jurati creates a new Borg Collective that isn't an unstoppable force of nature. Jurati sees the Borg as an idealized blend of synthetic and organic life, which people can join willinglyAgnes Jurati is a far better choice than Seven of Nine to become the Borg Queen in Star Trek: Picard. Jurati killing Maddox even before being assimilated proves that Agnes doesn't necessarily hold the same value for others' lives that Seven of Nine does, making her an attractive vessel for the Queen. Jurati was already fascinated by synthetic life, believing it superior to organic life, which fits with the Borg's credo of seeking perfection. Seven would never willingly become the new Borg Queen, but Jurati gladly gives herself to the Borg—and redefines Star Trek: Picard's Borg Collective in the process. rather than being forcibly assimilated. After 400 years of honing an ethical approach to assimilation, Jurati's Borg Cooperative is given provisional Federation membership when they request it at the end of Star Trek: Picard season 2. We last left Jurati's Borg guarding a transwarp conduit from an unknown threat—and an abandoned storyline—that we'll probably never see.
