He begins addressing a disgruntled survivor, who grabs Lucille in a rage. However, it electrocutes him, with a soldier using a flamethrower to keep other survivors back. Negan talks about how the Dama's control of ethanol means her group has all the power in the city, and that anyone not joining them will become their enemy.

Negan Is Channeling His Old Self Again
The newest clip indicates Negan will be back to his old self again, prior to his reformation at the end of the original series. However, the end of Dead City season 1 established that he would need to channel who he was as leader of the Saviors in order to keep Hershel safe. Given how he lists off various weapons at the Dama's disposal, including bombs, it's clear that he genuinely can't step away from his newfound role, as she poses a credible danger to Maggie's son.
The clip also offered a glance at other villains, such as the Croat (Željko Ivanek), clearly relishing the fact that Negan is back to his old ways. Bruegel (Kim Coates) can also be seen in the crowd watching the speech, clarifying that the Dama is trying to get his group under her control. However, of all the Dead City characters, he remains the most elusive due to the power he clearly has based on season 2's promotional material. Even so, the season will begin with Negan's group in control, but possibly making some enemies along the way.

How Long Will Old Negan Last?
While Negan is spreading the Dama's message and trying to bring the people of Manhattan under her rule, Maggie is heading back to the big city to rescue him. This means the version of him seen in this clip might not be how he behaves for the rest of the show, possibly going back to his reformed self once the pair meet face-to-face. But, with a bigger conflict in New York starting to brew, The Walking Dead: Dead City might deliver even bigger surprises for both of them as the show continues.
