During her conversation with Ginny, Maggie talked about her resentment towards Negan and how it impacted her, admitting that she wanted to kill him and that she should've just gotten it out of the way. However, most importantly, Maggie claimed, "Maybe I'm just scared of what's on the other side of it. Like it won't get better." This admission reveals a lot about why she has let Negan live despite never completely moving on from what he did.
There's a part of her that feels like killing Negan may only make her pain worse while she becomes more like him, at least the version that killed Glenn. Even if there is another twist in the tale regarding the duo's relationship, it feels far too late for Maggie to kill Negan. Given their grudge has been ongoing since season 7's premiere, it would feel strange for Maggie to get her revenge almost nine years later. While they are still a long way away from burying the hatchet, both have made their feelings towards one another clear, with Negan trying to make amends for a long time before accepting that they are better off going their separate ways.
