Unlike other groups that are either trying to replicate the world before the apocalypse or work with others, the Scavengers are isolated from the rest of the world. Their way of life is also very different from other Walking Dead characters, with their own system of harsh values that govern everything they do. While this initially clashes with Rick's vision of the world, the group soon become an important part of the larger story. Dead City season 2 introduced a very similar group, who may also have an important role in the series' bigger picture.
Dead City's Central Park Group Feels Like A Spiritual Successor To The Walking Dead's Junkyard Community
The Foragers Share Many Similar Traits With The Scavengers
During Dead City season 2, episode 3, the New Babylon Federation soldiers become lost in the dense, zombie-infested foliage of Central Park. They ae quickly saved by the Foragers, a group of people who have been living in a cafe since the apocalypse began. Led by a woman named Roksana, the group survives off the land and holds a deep connection to nature. Much like the Scavengers, they focus on survival through their unique means rather than imitating the world before. This includes using zombies as protection against outside dangers, like groups in the city.
They also have important practices unique to them, such as removing the hearts of those who die, allowing them to turn and become another undead protector of their sanctuary. In addition, they refuse to take any sides in the ongoing conflict between Manhattan and the New Babylon Federation. When Perlie offers for them to join their coalition of survival groups, promising modern medicine, Roksana refuses. It would betray the way her people have always lived, and drag them into a conflict they can't afford to be part of.

The Scavengers Eventually Had A Role To Play In The Larger Conflict
However, despite not wanting to be part of the ongoing war, the Foragers could meet a very similar fate to Jadis' Scavengers given their resemblance. In The Walking Dead season 8, Jadis joined Rick in his war against Negan and the Saviors, though didn't have a direct hand in any of the fighting that transpired. Eventually, Negan sent his second-in-command, Simon, to quell them, only for him to kill all but Jadis in a fit of rage. The destruction of the group later led Jadis to become part of Rick's group in season 9, all of her people now dead.
Something similar could happen with the Foragers in future episodes of Dead City. It's possible they'll be forced to join a side if the conflict in Manhattan gets any worse, especially now that New Babylon knows of their existence. It seems likely they'd side with the outsider group, especially since one of their own, Joan, was killed by a member of the Burazi in the latest episode. Their contributions would also put them in danger, though, and could result in a similar fate to the Scavengers if they're not careful.
The Walking Dead: Dead City's newest group is an interesting replacement for the Scavengers, with the show already hinting at a similar fate for the group. Eventually, the Foragers may need to choose a side in the larger conflict, despite how much it will disrupt their attempts at staying isolated from the rest of the world. With five episodes left, though, it's unclear when the series will see them loop back into the bigger picture, and what will happen to them in the process.
