Negan's reign in charge of the Saviors provided one of The Walking Dead's darkest arcs, and Dead City just added an even more sinister meaning to the group's name. Despite all the pain the Saviors caused, Negan truly believed his faction was the perfect safe haven for lost souls. The hierarchy was always designed to benefit those in charge, but he also ensured rules and punishments were in place to keep a sense of balance. This didn't prevent Negan from committing some unforgivable acts and becoming one of The Walking Dead's deadliest villains, but he did once have good intentions.

The Saviors were formed to bring peace to the world following the outbreak; however, Negan's actions became more and more extreme, essentially creating a dictatorship. While in charge, he always showed some glimpses of humanity, but Negan's evil side consumed him in The Walking Dead, with the former villain realizing the error of his ways after Rick defeated him. Unfortunately, the damage he did with his group ruined so many lives and left people traumatized, with Negan recognizing this after he found redemption and changed for the better, making his new definition of the faction even more tragic.

During his conversation with Benjamin Pierce in Dead City season 2, episode 6, Negan reflected upon his past with the Saviors and admitted that his followers actually needed to be saved from him. While he wanted to create a thriving community that bettered peoples' lives, Negan only succeeded in starting wars and making people live in fear. Not only were other groups forced to forfeit their resources and anxiously await the Saviors' next arrival, but even those within Sanctuary were mistreated if they weren't at the top of the food chain.

Women were forced into being Negan's wives - even if they already had partners - while some residents were reduced to keeping the perimeter secure, despite the poor circumstances surrounding this role. While Negan let the power get to his head at the time, he realizes now just how badly he treated people and that the Saviors' name has become extremely ironic. He confessed that those he didn't get killed ended up twisted and broken, eventually claiming, "See, maybe the thing they needed saving from... was me."

 

Even though he originally created his systems to protect people, Negan's speech adds a tragic twist to the Saviors title, as he clearly left people more damaged than when he found them. Some survivors like Alden managed to turn things around and integrate into settlements like Hilltop, but others were too far gone because of Negan's rules. This one line confirms just how much he regrets his time leading the faction, and with The Walking Dead giving Negan a Saviors replacement in the form of the Burazi, he could set things right.

Although he is still trying to overcome his demons, especially after being forced back into a villainous faction, the fact that Negan was willing to confess his sins makes it clear he really does want to be a better man. Considering Benjamin had absolutely no idea who the Saviors were or what they'd done, Negan deciding to tell the truth about them and show remorse is a clear sign he is holding on to his humanity. He could have easily lied or omitted key details, but he even informed Benjamin about executing random civilians to send a message.

If he was still the same Negan who did all those terrible things back in seasons 7 and 8, he would have made it seem like violence was his only option. Instead, he admits his actions were a choice and realizes how many lives he ruined, hence putting a new spin on the group's name. With Annie and Joshua still waiting for Negan in The Walking Dead spinoff, he appears to still have their best values at heart despite sending them away, and accepting his past mistakes suggests he could finally find peace in Dead City season 2.
