In an interview with The Flow Space, via TV Line, Rimes discussed the fact that in 9-1-1: Nashville, her character is going to be a mother. While not much is known about the character yet, she did reveal that she will definitely be a parent, and that the crew of the show found this hard to swallow.

However, it has been confirmed that her character will be a mother, and screenshots of social media comments posted on the 9-1-1 News X account suggest that Rimes' character will be the mother of Blue.
Details about 9-1-1: Nashville are beginning to trickle in, but the franchise's second spinoff already bears a striking resemblance to Lone Star.
It wouldn't be a surprise if Blue has a rocky relationship with his mother, and Rimes' character might be peripheral to his life. However, they might instead be very close, but with demons from the past that impact each of them.
